Human Capital Management Systems (HCMS) are comprehensive and strategic approaches designed to build and develop effective staffing in organizations. In education, the implementation of HCMS has become integral to such efforts as creating equitable and sustainable performance-based compensation systems. In PICCS, our HCMS approach is directly informed by Allan R. Odden’s research Strategic Management of Human Capital in Education: Improving Instructional Practice and Student Learning in Schools (Routledge, 2011).

In 2017, the PICCS program was highlighted by the USDOE! The Teacher and Leadership Program office featured PICCS in their white paper on the approaches to human capital management in schools.
